Yes, IAMS for Vitality Light in Fat is suitable for all breeds. 
However, though the kibble size is targeted to suit the mouth size of all breeds, it might be difficult to handle for toy breeds. 

The kibbles are a multi shape product and have a diameter of 13.5mm (long length of oval kibble) and a thickness of 8mm.

Like the „normal“ IAMS for Vitality food, also the Light in Fat recipe is made of high quality ingredient but contains 30% less fat than the normal adult recipe (vs. IAMS Dog adult small and medium breed with fresh chicken).
